| Abstract | ||
| تضمنت أهم أهداف البحث الحالي التعرف على المنطلقات الفکرية والنظرية لمؤشرات تنافسية التعليم قبل الجامعي، وبعض نماذجها المعاصرة، بالإضافة إلى الوقوف على بعض أهم المؤشرات الکمية والکيفية التي لها دلالات معبرة عن الواقع والوضع الراهن للتعليم قبل الجامعي في مصر، وملامح قدرته التنافسية؛ بما يسهم في استشراف مسارات المستقبل. واعتمد البحث في معالجته وصولاً لأهدافه على المنهج الوصفي، مع الاستعانة بأسلوب تخطيط السيناريو، کأحد أدوات الدراسات المستقبلية سواء الاستطلاعية أو الاستهدافية. ومن أجل بناء السيناريوهات لتحسين مؤشرات التنافسية، تم تطبيق استطلاع رأي على عدد من أساتذة کليات التربية ومراکز البحث التربوي وصل عددهم إلى (30) خبيراً، حيث ارتکز هدف الاستطلاع إلى حساب الأوزان النسبية لعناصر السيناريوهات من أجل ترتيبها حسب مدى احتمالية وإمکانية تحققها في سياق التعليم المصري. وانتهى البحث إلى تقديم سيناريوهين هما: السيناريو التبادلي، الذي ترتکز فلسفته على تعديل أو تخفيض مستوى الأهداف والطموحات، لتتوافق مع الإمکانات المتاحة، مع الاعتماد على الإصلاح التدريجي سعيا للوفاء بإتاحة التعليم وعدالة خدماته. وجاء السيناريو التحويلي بترکيزه على الجودة وتحسين کفاءة النظم، مع تجسير الفجوات من خلال معالجة أوجه القصور والضعف المؤثرة سلباً على الأداء العام، والاحتکام إلى معطيات موضوعية، تساعد على انتهاج سياسات رشيدة؛ بما يقود إلى وضع تنافسي أفضل. The major goals of the current research included identifying the intellectual and theoretical principles of the competitiveness indicators of pre-university education, and some of its contemporary models, in addition to identifying some of the most important quantitative and qualitative indicators that have indications expressing the reality and current status of pre-university education in Egypt, and features of its competitiveness; contributing to exploring future paths.. The research relied on the descriptive method, with the use of the scenario planning technique, as one of the tools for future studies, whether exploratory or normative. In order to build scenarios to improve competitiveness indicators, a questionnaire was applied to a number of professors in the Faculties of Education and Educational Research Centers, whose number reached (30) experts. The research concluded with presenting two scenarios: the transactional scenario, whose philosophy is based on modifying or reducing the level of goals and ambitions, to match the available capabilities, with the reliance on gradual reform to fulfill the availability and fairness of education services. The transformative scenario came with its focus on quality and improving the efficiency of systems, while bridging gaps by addressing deficiencies and weaknesses that negatively affect overall performance, and relying on objective data that help in adopting rational policies that can lead to a better competitive position. | ||
