| Abstract | ||
| هدفت الدراسةُ إلى البحثِ في قضيةِ (حقوق غير محدّدي الجنسية وإشكاليتها في دولة الكويت)؛ حيث أخذت هذه المسألةُ زخمًا إعلاميًّا؛ مما سبّب بعضَ التعقيداتِ في حلها، كما أن بعضَ المهتمين بهذه القضية أخذها على الصعيد السياسي أكثرَ من طابعها الإنساني، إلا أن بعض أعضاء البرلمان الكويتي دائمًا ما يستخدِمون هذه القضيةَ في برامِجهم الانتخابيةِ؛ للتكسّبِ فقط، حيث إن بعضهم مهتمٌّ بإيجاد الحلولِ والمقترحاتِ، وعرضها على الحكومة، وتعود أهميةُ هذا البحثِ إلى ضرورة إيجاد حلٍّ للتعقيداتِ الشائكة والمتزامنة في هذه المسألة، كما أن الهدف منه هو إبرازُ الحلولِ الجذرية التي تساعد على حلِّ هذه الإشكالية، وعليه تم اعتمادُ المنهجِ الوصفيِّ في عرض الإشكالية في نطاقِها عبرَ هذا البحثِ، كما تم التوصل إلى بعض النتائج، والتي منها: أن هذه القضية تُعدّ من القضايا الإنسانية قبل أن تكون سياسية، أن حل هذه القضية لا بد أن يتخذ حلًّا جذريًّا في إعطاء مَن يستحق ومَن لا يستحق سهل له إقامته واحتياجاته الحياتية، وأوصت الدراسة أصحابَ القرارِ بإيجاد الحلولِ الموضوعيةِ، وتصحيح الأوضاع الحقوقية لأبناء هذه الفئة الاجتماعية قدْرَ الإمكانِ، بما لا يتعارضُ مع المصالحِ العامة للمجتمع. The present study deals with the issue of the people without nationality in Kuwait and their problems, as this issue has taken media momentum, which caused some complications in resolving it. Also, some of those interested in this issue exploit it for political rather than humanitarian reasons, so some members of the Kuwaiti parliament use this issue in their electoral programs in quest of political gains. The importance of this research stems from the need to find a solution to the thorny and simultaneous complexities of this issue. Accordingly, the descriptive approach has been adopted to present the problem in this research. The results reached include that this issue is humanitarian rather than political, that the solution to this issue must be a radical one that determines those who deserve and those who do not. The study recommends decision-makers to find objective solutions and to correct the human rights conditions of the children of this social group as much as possible, in a way that does not contradict the general interests of society. | ||
