| Abstract | ||
| بعد قرار أواخر عام 2019م، الحكومي الصادر بالأمر بإغلاق مؤسسات تقويم السلوك بنيجيريا وتسريح نزلائها، الذي أدّى إلى حدوث قضايا مهمة تمس حياة المجتمع النيجيري وتأخذ بالهم وأثارت تساؤلات بحثية حساسة يترقب الجميع إجابتها الصحيحة، كالسؤال عن أسباب إغلاق مؤسسات تقويم السلوك وتسريح نزلائها، وواقعها الملموس ومشكلاتها، وإمكانية تقديم الحلول المناسبة لها من عدم ذلك، وكيفية إدارتها إدارة صحيحة تتواكب مع مستجدات العصر، فهدفت هذه الدراسة أن تتولى الاجابة عن هذه التساؤلات، التي لم يسبق لها جواب، فركزت على البحث عن دور هذه المؤسسات وآثارها في تطوير اقتصاد المجتمع النيجيري، ومعالجة مشكلاتها، واعتمد الباحثون المنهج التاريخي والاستقرائي، وتوصلت الدراسة إلى: أن انحرافات نزلاء مؤسسات تأهيل الأفراد بنيجيريا لها آثارا مستأصلة لاقتصاد المجتمع النيجيري، النزلاء، وأن لمؤسسات تأهيل الأفراد آثارا مفيدة في تطوير اقتصاد المجتمع النيجيري، ويتمثل ذلك في تقويمها لسلوك النزلاء، الأمر الذي يجلب لهم رضى الناس ويتيح لهم فرص التعامل المالي معهم، ويحفظ أموال أسرتهم التي تنهبها جرائمهم والغرائم التي توضع عليهم بسببهم، ويتطور كذلك اقتصاد أسرتهم بأحداث التكافل الأسري بينهم بعد صلاحهم، وكذلك يتطوّر اقتصاد المجتمع بأسره بصلاحهم وإعادة الأمن وفتح الأسواق والعودة إلى الأوطان والزراعة والحدائق والبساتين التي هي الأصل في تطوير الاقتصاد، ويُصدق هذا كله شدة ازدياد الجرائم وانتشارها بعد إغلاق هذه المؤسسات، وتوصلت إلى أسباب إغلاق هذه المؤسسات وسبل إصلاحها وأهميتها عند المجتمع، وآثارها الاقتصادية على المجتمع، وأهمية اعادة أنشطتها. After the Nigerian government’s decision to close the behavioral correctional institutions and the dismissal of their inmates towards the end of 2019, which led to the emergence of important issues that affect the lives of Nigerian society, and raised sensitive research questions whose correct answers everyone is waiting for. Such questions include the reasons for closing those institutions and the discharge of their inmates, their tangible reality, their problems, the possibility of providing appropriate solutions to them, and how to manage them in a way that copes with the developments of the time. This study aims to answer these questions, which have not previously been answered, so it focuses on researching the role of these institutions and their effects in developing the economy of Nigerian society and addressing its problems. The historical and inductive approach has been adopted for this study, which concluded that the deviations of inmates of individual rehabilitation institutions have devastating effects on the economy of the Nigerian society as well as the inmates themselves. These institutions have beneficial effects in developing the economy of the Nigerian society. It has also been confirmed that crimes have increased after the closure of these institutions. The reasons for the closure of these institutions have also been pinpointed. | ||
