تناول هذا البحث ظاهرة المخدرات الرقمية، وهي نوع جديد من المواد المخدرة التي تم إنشاؤها وتصميمها رقميًا باستخدام برامج الكمبيوتر والتقنيات الحديثة.
ويهدف البحث إلى تسليط الضوء على هذه الظاهرة من منظورين رئيسيين: الإطار القانوني والآثار الصحية.
وتمهيدا تم تتبع نشأة المخدرات الرقمية وتطورها عبر الزمن، وتقديم تعريف دقيق لها، ثم استعراض أنواع المخدرات الرقمية المختلفة وكيفية استعمالها، إلى جانب المخاطر الصحية الخطيرة المرتبطة بتعاطيها.
وعلى الصعيد القانوني، تم دراسة مبدأ الشرعية الجنائية وتطبيقه على ظاهرة المخدرات الرقمية، وتحليل موقف القانون الحالي تجاه هذه المواد المخدرة الجديدة، كما تم التركيز على كيفية مواجهة هذه الظاهرة من خلال الجهود الإعلامية والتشريعية والقانونية.
خلص البحث إلى مجموعة من النتائج منها: ضرورة تكثيف الجهود لمواجهة تحدي المخدرات الرقمية على المستويين القانوني والصحي، من خلال تعزيز الوعي العام، وتحديث التشريعات والقوانين لمواكبة هذه الظاهرة المستجدة، بالإضافة إلى إجراء المزيد من الدراسات والأبحاث حول آثارها الضارة وكيفية الحد منها.
Abstract:
This research dealt with the phenomenon of digital drugs, a new type of narcotic substance that was digitally created and designed using computer programs and modern technologies.
The research aims to shed light on this phenomenon from two main perspectives: the legal framework and health impacts.
In preparation, the emergence and development of digital drugs over time were tracked, and an accurate definition of them was provided, then the different types of digital drugs and how they were used, in addition to the serious health risks associated with their use.
At the legal level, the principle of criminal legality and its application to the phenomenon of digital drugs were studied, and the current law's position towards these new narcotic substances was analyzed, and the focus was on how to confront this phenomenon through media, legislative and legal efforts.
The research concluded a set of results, including: The need to intensify efforts to confront the challenge of digital drugs at the legal and health levels, by enhancing public awareness, updating legislation and laws to keep pace with this emerging phenomenon, in addition to conducting more studies and research on their harmful effects and how to reduce them. |
