| Abstract | ||
| سعى المجتمع الدولي منذ بداية العصر الحديث لخلق مجموعة من القواعد والنصوص التي تعمل على حماية حقوق الإنسان من خلال التزام الدول بضمان تنفيذها أمام هذا المجتمع؛ دون تمييز، ونظرًا لتزايد وتشعب وتشابك العلاقات الدولية في العالم المعاصر، كان لزامًا على المجتمع الدولي إنشاء كيانات لها الصفة الدولية للعمل على حماية هذه الحقوق والرقابة على ممارسة المواطنين لها وهو ما أدى بالضرورة إلى تعدد وتنوع المنظمات الدولية، وتزايد عددها وأجهزتها ، واتساع مجال أنشتطها؛ ليشمل الاهتمام بالفئات الأكثر ضعفًا مثال المرأة والأطفال والعديد من البشر من حيث اكتسابهم لبعض الأنواع من الإعاقات التي وُلدوا بها أو أصيبوا بها بعد مولدهم وتحول بينهم وبين ممارسة حياتهم بصورة طبيعية وتعمل أجهزة هذه المنظمات سواء كانت دولية أو إقليمية للوقوف بجانب هذه الفئة لحماية حقوقهم والرقابة على آليات ممارستها المختلفة لتمتد إلى الرقابة القضائية الدولية وتعد الإعاقة البصرية من الإعاقات ذات الطبيعة الخاصة لانعكاس أثرها على فقد الشخص لقدرته على تكوين الصورة الذهنية للأشياء من حوله والتي تمثل العنصر الأساسي لتكوين أفكاره ممارسة حقه في حرية الرأي و التعبير . Since the beginning of the modern era, the international community has sought to create a set of rules and texts that work to protect human rights through the commitment of states to ensure their implementation before this community. Visual disability is considered one of the disabilities of a special nature because its effect is reflected in the person’s loss of his ability to form a mental image of things around him, which represents the basic element for forming his thoughts.
