| Abstract | ||
| مما لا جدال عليه أن الأمن الاقتصادي يعد جزء أصيل وركن ركين من الأمن الوطني لأي بلد ما، ونظراً للتطورات التكنولوجية الأخيرة، ظهرت الكثير من وسائل الدفع الحديثة الالكتروني والتي تهل من عمليات الاستلام والتسليم، ولكن ترتب على تلك الممارسات العديد من الأنشطة الغير مشروعة ومن أبرزها ممارسات غسيل الأموال، وهذا ما تركز عليه الدراسة التي بين أيدينا والتي تسعى إلى تعريف مفهوم وسائل الدفع الالكتروني، ومفهوم غسيل الأموال، كما استخدمت الدراسة المنهج الوصفي التحليلي من أجل التعرف على العلاقة بين وسائل الدفع الالكتروني وعمليات وممارسات غسيل الأموال، وخلصت الدراسة في النهاية إلى أن جريمة غسل الأموال دون شك تؤثر سلبا على الاقتصاد والوضع الأمني في كل الدول لأن انتشارها يقود إلى تسهيل الإجرام وسريانه وسط المجتمع، وإذا صار جمع الأموال غير المشروعة أمرا سهلا فإن العديد من الأشخاص، وخاصة أصحاب النفوس الضعيفة، سيلجؤون إلى ارتكاب جرائم خطيرة مثل الرشوة والسرقة والتزييف وبيع المخدرات الخطرة والدعارة وتجارة الرق الأبيض، وأوصت الدراسة تجريم جميع الدول في تشريعاتها الجنائية الداخلية لكل صور جريمة تبييض الأموال وتشديد العقوبات عليها، وفرض آليات رقابية فعالة على وسائل الدفع الالكتروني. Abstract: It is indisputable that economic security is an integral part and cornerstone of the national security of any country, and due to recent technological developments, many modern electronic payment ways have appeared that facilitate the receipt and delivery processes, but these practices resulted in many illegal activities, the most prominent of which are: Money laundering practices, and this is what the study at hand focuses on, which seeks to define the concept of electronic payment ways and the concept of money laundering. The study also used the descriptive analytical approach in order to identify the relationship between electronic payment ways and money laundering processes and practices, and the study concluded in the end with: The crime of money laundering undoubtedly negatively affects the economy and the security situation in all countries because its spread leads to the facilitation of crime and its spread within society. If collecting illicit funds becomes easy, many people, especially those with weak souls, will resort to committing serious crimes such as bribery. Theft, counterfeiting, selling dangerous drugs, prostitution, and the white slavery trade. The study recommended that all countries criminalize in their internal criminal legislation all forms of the crime of money laundering, tighten penalties for them, and impose effective control mechanisms on electronic payment ways. | ||
