Abstract
This research focuses on evaluating the Libyan experience in dealing with the urban environment of heritage areas and comes up with a proposal for a mechanism to measure the performance of urban development management for this environment, benefiting from the heritage components that these areas possess. It deals with the classification of heritage areas in Libya and extracting the obstacles to urban development management for their urban environment, and identifying the distinctive features of these areas. The research moves on to analyzing relevant global and regional experiences in order to extract the governing criteria and indicators and calculate their relative weights, which establish the production of the proposed model to measure the performance of the Libyan experience in this field. This represents a practical application for testing the model.
يركز البحث علي تقيييم التجربة الليبية في التعامل مع المحيط الحضري للمناطق التراثية ويتوصل الي اقتراح الية لقياس اداء ادارة التنمية العمرانية لهذا المحيط مستفيدا من المقومات التراثية التي تمتلكها هذه المناطق، حيث يتناول تصنيف المناطق التراثية في ليبيا واستخلاص معوقات ادارة التنمية العمرانية لمحيطها الحضري، وتحديد الملامح المميزة لهذه المناطق، وينتقل البحث الي تحليل التجارب العالمية والاقليمية ذات الصلة وذلك لاستخلاص المعايير والمؤشرات الحاكمة وحساب اوزانها النسبية والتي تؤسس لانتاج النموذج المقترح لقياس اداء التجربة الليبية في هذا المجال ويمثل هذا تطبيقا عمليا لاختبار النموذج.
