| أصبحت التنافسية واحدة من قضايا العصر الحديث التي تواجه الاقتصاد بشکل عام وقطاع السياحة بشکل خاص، والتي يجب وضعها في الحسبان لتحسين القدرة على تحمل ضغوط وشدة المنافسة العالمية والمحلية، کما أصبحت تلک القضية من القضايا التي تحظى باهتمام کبير من قبل الحکومات باعتبارها ظاهرة عالمية تتأثر بها کافة الاطراف، وقد أصبح مؤخرا تحسين القدرة التنافسية هدفا اساسيا للتنمية السياحية، وذلک في ظل أطر منهجية متکاملة تتناول الرصد والمراقبة وتحسين جودة وکفاءة صناعة السياحة حتى تتمکن المناطق السياحية من تعزيز قدراتها وتوظيف امکاناتها وجذب مزيد من السائحين في ظل تنافسية شديدة القوة مع المراکز والمناطق الاخرى على المستويات التنموية المختلفة. وفي ضوء أهمية فکر التنافسية في تعظيم المردود التنموي لقطاع السياحة، وعلى الرغم من امتلاک مصر العديد من المقومات والإمکانات السياحية المتنوعة والتي تؤهلها لمرکز تنافسي متقدم على مستوى العالم، الا ان المؤشرات العالمية تشير الى تراجع المرکز التنافسي السياحي لمصر من 58 بين 124 دولة عام 2007، الى المرکز 74 بين 136 دولة عام 2017. وقد استعرض البحث معايير ومؤشرات قياس تنافسية المقاصد السياحية التي تبنتها النماذج العالمية المعنية، وتم تصنيفها وفقا لمراحل تنمية المقاصد السياحية ومتطلبات تحسين القدرة التنافسية للمقاصد السياحية، وتلي ذلک عملية تحديد المؤشرات المناسبة للحالة المصرية، وباستخدام برامج التحليل الاحصائي تم قياس وتصنيف وتحليل المقاصد السياحية المصرية المنافسة وفقا لمراحل التنافسية السياحية. وأخيرا، توصل البحث الى صياغة إطار منهجي متکامل لتحسين القدرة التنافسية للمقاصد السياحية في مصر کأساس لتعظيم المردود التنموي بها، وذلک من خلال اقتراح مجموعة من السياسات التي تساهم في تحسين القدرة التنافسية للمقاصد السياحية في مصر وفقا لمراحل التنافسية السياحية. The world tourism and travel reports have indicated that Egypt has a weak competitiveness rank in tourism; despite that, it has many advantages and capabilities that qualify it for a competitive position. And because the tourism sector is important for the national economic growth in Egypt; a new framework to improve tourist destinations competitiveness is needed to maximizing the developmental impacts of the tourism sector. The urban and development strategies for tourist destinations always seek for land development as a supply tool to stimulate the tourism demand, but various requirements to improve their level of competitiveness are not integrated. Thus, the paper aims to formulate integrated groups of indicators based on the tourism and travel report and competitiveness development stages; each group of indicators states and measures competitiveness and level of development for tourist destinations in Egypt using the "spss" analysis tool. The classification includes; indicators of the basic requirements for competition, measuring competency, and indicators for the ability for innovation according to every tourist destination development stage (the exploration, the development, and the intensification stage). The paper ends with recommended policies to improve and fulfill gaps to achieve competitiveness, besides, to the spatial components required for the Egyptian governorates to leverage the touristic destinations. | ||
