| Abstract | ||
| يتناول البحث أحد أهم التحديات التي تواجه عملية التنمية في بناء الدولة الحديثة ألا وهي مشکله الإسکان. وفي حقيقة الأمر فان مشکلة الإسکان في مصر هي مشکلة متشعبة ولعل المتابعين والخبراء لقطاع الإسکان المصري يعلمون جيدا أن أساس هذه المشکلة ليس هو سد العجز في قطاع الإسکان للفئات غير القادرة، والتي لم تعد فئات الدخل المحدود فقط بل انضمت إليها شريحة کبيرة من فئات الدخل المتوسط أيضا، إنما يرجع أصل مشکلة الإسکان في مصر عندما تدخلت الدولة بدعوى تنظيم العلاقة ما بين المالک والمستأجر وبناءاً عليه تم إصدار حزمة من القوانين التي أدت إلى عزوف القطاع الخاص تماما عن الاستثمار العقاري. هذا الأمر ترتب عليه سريعا ظهور فجوة کبيرة بين الطلب والعرض في قطاع الإسکان الاقتصادي لمحدودي الدخل وصل في الوقت الحالي إلى الاحتياج لحوالي 290862 وحده سکنيه. واستمراراً للسياسات الخاطئة للدولة فان القيادات السياسية والتنفيذية ظلت مخطئة في قدرتها على التدخل لتوفير الإسکان. الأمر الذي ترتب عليه إنهاک ميزانيه الدولة باستثمارات سنوية وصلت إلى 21,9 مليار جنية مصري سنة 2008 وهو ما يعادل 2.8 % من إجمالي إنفاق الموازنة. ورغم ما تکبده الاقتصاد المصري في سبيل توفير هذه الأموال إلا أن الواقع العملي أثبت عدم نجاح التجربة وضياع معظم الاستثمارات، کذلک وصول عدد محدود من الوحدات الحکومية لمستحقيها الفعليين. من خلال الرؤية السابقة فإن البحث يقدم مدخل حقيقي وفعال للتعامل مع المشکلة من خلال دراسة معدلات الشغور في قطاع الإسکان غير الرسمي. وهنا يلزم الإشارة إلى أن الحالة الاقتصادية المترهلة للاقتصاد المصري خلال العشرين عام الماضية والتي أدت إلي انعدام فرص الاستثمار الحقيقية قد دفعت المستثمرين سواء داخلياً أو خارجياً للاستثمار في قطاع الاستثمار العقاري. وطبقاً لأخر الدراسات فإن معدل الاستثمارات المصرية الموجهة من القطاع الخاص للاستثمار العقاري في قطاع الإسکان غير الرسمي وصلت إلى حوالي 37% من إجمالي الرصيد. وهنا يأتي التساؤل البحثي في مدى إمکانية استخدام هذه الاستثمارات المعطلة في سد الفجوة الحالية لقطاع الإسکان المصري من خلال منهج تحليلي ميداني يهدف إلى طرح رؤية جديدة للتعامل مع مشکلة الإسکان في مصر من خلال رصد لمعدلات الشغور في قطاع الإسکان المصري کمياً ومکانياً. The paper presents a practical attempts dealing with one of the most critical challenges facing the creation of modern Egypt which is the housing problem. Over the last decades the Egyptian government has tried to adopt and to promote various of foreign and local strategies aiming to overcome the housing problem. However, none of the adopted strategies have been able to address the real case of the Egyptian situation not only that but the problem have been the main source of pressure imposed on the already exhausted and fragile Egyptian economic sector of the country. The real problem of the housing sector in Egypt starts when the government interfered in the relation between the demand and the supply side trying to impose control on the sector. Such strategies and laws has drives the private sector to cease their investments in the housing sector. The Egyptian government spends annually around 22 billion Egyptian pounds in constructing and creating new developments for the low and the middle income social classes in Egypt. Although the huge amount of investments over the past years the situation is getting worth and a few units of the built ones due to the corruption really reaches the true deservers for these units. The fragile situation of the Egyptian economic lately in addition to the imigration trend from the rural to the urban areas all over the country has lead to the appearance of a new housing development sector know as the informal housing sector. The investment in the informal housing sectors forms around third of the total investment in the Egyptian economic sector, mainly paid by Egyptian migrants outside or inside the country. The paper provokes the ability of the informal housing sector nowadays to hold the real practical solution for the Egyptian housing problems. Attempting to prove such ability the papers aims to define the vacancy rate among the informal housing based on a field survey study. The output of the study is the quantity and location of the vacancy units among the Egyptian informal sector among the Great Cairo Region. The paper provides a practical applicable strategy for overcoming the problems of the Egyptian housing sector. | ||
