| Abstract | ||
| تمثل عملية تنمية مجتمعات الطبقات العليا "المسورة" في الآونة الأخيرة طفرة غير مسبوقة في تنمية مناطق الامتداد على أطراف القاهرة الکبرى. فقد شهدت العملية التخطيطية خلال فترة التسعينات في مصر تغيراً کبيراً في إطارها العام، أدى إلى نمو هذه المجتمعات بشکل متسارع حول إقليم القاهرة الکبرى، وکان من المتوقع أن تؤدي هذه الطفرة إلى ظهور سلبيات کثيرة في استدامة عمران مدينة القاهرة الکبرى بمدنها الجديدة، ومن هنا جاءت الحاجة إلى تفسير تلک الظاهرة وقياس استدامتها بالترکيز على الابعاد الاجتماعية والعمرانية. ولکن لا يمکن تفسيرها بدون فهم العلاقات والتفاعلات مع المجتمع المحيط المختلف في خصائصه الاجتماعية والاقتصادية عن مجتمعات الطبقات العليا المتاخمة. ومن هنا تهدف الدراسة لتفسير وفهم الظاهرة وکيفية تأثيرها بالسلب أو الايجاب علي عمران العاصمة بالشکل الذي يساهم في تفسير ديناميکية تفتيت الهيکل المکاني-الاجتماعي للقاهرة، وکذلک التنبؤ بمستقبلها لإمکانية توجيه مسار نمو تلک الظاهرة بما يساهم في تقليل سلبياتها لتتلاءم مع نمو إقليم القاهرة الکبرى. وقد تم عرض الموضوع من خلال عرض للخلفية النظرية للمجتمعات المسورة ونموها، يلي ذلک تحديد الاطار النظري العام لقياس الاستدامة الاجتماعية والمعايير المختلفة المستخدمة في القياس، وتعتمد الدراسة علي تحليل مقارن لعدد من حالات الدراسة (المجتمعات المسورة) المختلفة داخل إقليم القاهرة الکبرى وذلک من خلال رصد أنماط التفاعل الاجتماعي والعلاقات الوظيفية بين المجتمعات المسورة والمجتمعات المحيطة بها في إطار المجتمع العمراني الأشمل ومن ثم تحديد الجوانب الايجابية والسلبية المختلفة،وتحديد مدي استدامة تلک المجتمعات المسورة. Recently, the development of gated communities has witnessed usual explosion at the urban extensions of Greater Cairo Region (GCR). In the nineteen’s, the planning process has dramatic change in its general outlines that leads to a rapid growth in the development of these communities. It is expected that this urban phenomena will lead to different negatives on the urban sustainability of GCR and partiality the new towns. Therefore, it is important to monitor these phenomena and to measure its sustainability by drop the shad on urban and social sustainability. This can be done by measuring the interrelations and interactions between the gated communities and the surrounding communities that are usually very different in the social and economic context. From this point, this paper aims to understand this issue and to monitor its positive and negative implications on Cairo’s urban growth to the extent that may help in understanding the dynamics of the fragmented spatial and social suture of GCR. In addition, this can assist the decision makers in predicting the future of Cairo and thus the potentiality to guide the growth of gated communities to minimize their negative impacts. To do that, this paper starts the discussion with a critical review of the gated-community issue and how these communities interact with the urban surroundings. Then it presents the theoretical framework that is used to measure the urban and social sustainability by allocating the main assessment dimensions and indicators. The paper ends with a critical analysis for different cases from the new towns in GCR. The study measures the different aspects of social and functional correlations between cases and surrounding communities and thus assess the urban and social sustainability. | ||
