Abstract
الهدف الرئيس للبحث هو دراسة تحليلة لدور المؤسسات الرقابية الأردنية المتمثلة في "هيئة النزاهة ومکافحة الفساد، ديوان المحاسبة الأردني، الدوائر الرقابية الداخلية" في الحد من الفساد الإداري في المجتمع الأردني؛ وذلک من خلال تحديد دورها في الحد من مظاهر الانحرافات التنظيمية والسلوکية والمالية والجنائية الناتجة عن الفساد الإداري وذلک من وجهة نظر العاملين في المؤسسات الرقابية الأردنية. استخدمت الدراسة لتحقيق أهدافها منهج المسح الاجتماعي الذي يستهدف الحصول على معلوماتٍ کاملةٍ ودقيقةٍ عن وصف دور المؤسسات الرقابية الأردنية في الحد من مشکلة الفساد الإداري في مؤسسات الدولة، واستخدام أداة الاستبيان لجمع البيانات، وتم الاعتماد على أسلوب التطبيق الالکتروني لأداة الدراسة للحصول على البيانات من عينة الدراسة التي تکونت من (351) موظف وموظفة من العاملين في هيئة النزاهة ومکافحة الفساد، وديوان المحاسبة الأردني، والدوائر الرقابية الداخلية، والذين يشکلون ما نسبته (26.53 %) من مجتمع الدراسة، واستخدمت الدراسة أساليب التحليل الوصفي في تحليل البيانات. أظهرت نتائج الدراسة أن دور المؤسسات الرقابية في الحد من مظاهر الانحرافات الجنائية الناتجة عن الفساد الإداري جاء مرتفعا بمتوسط حسابي (3.701)، وأن دورها جاء مرتفعا في الحد من جرائم الاختلاس والتزوير والرشوة. بينما جاء دورها في الحد من مظاهر الانحرافات التنظيمية والسلوکية والمالية الناتجة عن الفساد الإداري في القطاع العام متوسطاً بمتوسط حسابي (3.453) و (3.393) و (3.616) على الترتيب، وأوصت الدراسة بناء على نتائجها بمجموعة من التوصيات، ومنها: ترکيز سياسات المؤسسات الرقابية في الحد من الفساد في الأردن على اتباع الاستراتيجيات الحديثة التي اثبتت فاعليتها في دول العالم المختلفة في الحد من جرائم الفساد الإداري في المؤسسات العامة. The study mainly aimed to identify the role of the Jordanian regulatory institutions represented in the "Integrity and Anti-Corruption Commission, the Jordanian Audit Bureau, and the Internal Audit Departments" in reducing administrative corruption in the Jordanian society via defining their role in limiting the manifestations of organizational, behavioral, financial and criminal deviations resulting from administrative corruption from the viewpoint of workers in Jordanian regulatory institutions. The sample of study consisted of (351) male and female employees in the Personnel Authority of the Integrity and Dance Commission, the Jordanian Audit Bureau, and the internal auditing staff, sending 26.53% of the data population, and the study used descriptive analysis. The results of the study showed that the role of supervisory institutions in reducing the manifestations of criminal deviations resulting from administrative corruption was high with a mean of (3.701), and that their role was high in reducing the crimes of embezzlement, forgery and bribery. While its role in reducing the manifestations of organizational, behavioral and financial deviations resulting from administrative corruption in the public sector was average with a mean of (3,453), (3,393) and (3,616) respectively. Based on the findings, the study recommended a set of recommendations, including focusing on regulatory institutions ’policies in reducing corruption in Jordan on following modern strategies that have proven effective in different countries of the world in reducing administrative corruption crimes in public institutions.
