| Abstract | ||
| بدأت الحرب الروسية على أوكرانيا في 24 فبراير 2022، وما تزال القوات الروسية منذ ذلك الوقت ترتكب سلسلة من الانتهاكات الجسيمة للقانون الدولي والقانون الدولي الإنساني، بالنظر إلى ما تسببت به الحرب من دمارٍ هائلٍ، وخسائر فادحة في صفوف المدنيين الأوكرانيين، إضافةً إلى إلحاق الأضرار بالمباني والمنشآت المدنية بفعل الهجمات العسكرية الروسية. نتيجة لذلك فقد ظهرت حاجة ملحة إلى الحديث عن تعويض ضحايا تلك الحرب، بما يمكنهم من تغطية الأضرار أو الخسائر التي لحقت بهم في أثناء الحرب، فإذا أخذنا في الحسبان استفحال ظاهرة هذه الانتهاكات في ظل التطور العسكري واستخدام الأسلحة والوسائل التكنولوجية المتطورة، نتأكد من ضرورة تسليط الضوء على طرق تعويض ضحايا هذه النزاعات وجبر أضرارهم في ضوء قواعد القانون الدولي. بناء عليه، يسعى هذا البحث إلى التنديد بالجرائم والانتهاكات المتعلقة بالحرب الروسية على أوكرانيا، وصولاً إلى الوسائل القانونية المتاحة على الصعيد الدولي لضمان حق ضحايا تلك الانتهاكات في المطالبة بالتعويض وجبر الضرر وصولًا إلى مرحلة التعافي من تبعات تلك الحرب. Abstract: The Russian war on Ukraine began on February 24, 2022. Since then, the Russian forces have been committing grave violations of international law and international humanitarian law, given the massive destruction caused by the war, the heavy losses among Ukrainian civilians, and the damage to civilian buildings and facilities due to Russian military attacks. As a result, an urgent need arose to talk about compensating the victims of that war, enabling them to cover the damages or losses they sustained during the war. Suppose we consider the exacerbation of these violations in light of the military development and the use of weapons and advanced technological means. In that case, we make sure of the need to shed light on ways to compensate the victims of these conflicts and redress their damages in light of the rules of international law. Accordingly, this research seeks to denounce the crimes and violations related to the Russian war on Ukraine to reach the legal means available at the international level to ensure the right of the victims of those violations to claim compensation and reparation until the stage of recovery from the consequences of that war. | ||
