| Abstract | ||
| The Guide to Preserving Architectural Heritage in the Gulf Cooperation Council countries came in 47 articles, and stipulated the establishment of the Supreme Council for the Preservation of Architectural Heritage as an authority entrusted with the responsibilities of implementing and following up on the provisions of the guide, and it shall be from the specialists in the GCC countries, and aims to establish unified controls and requirements that guarantee and comprehensively preserve the architectural heritage of the GCC countries. Although the guide was issued in 1429 AH, work began on the project to develop historic Diriyah northwest of Riyadh in the Kingdom of Saudi Arabia in 1406 AH. It was largely consistent with the articles and recommendations of the guide, and in the desire of the researcher to add more distinction to this major national project, this study was to identify the project and the extent of its conformity with the guide. It consists of two parts: one is the theoretical studies and the presentation of local and international experiences. The second is the selection of Diriyah as a case study due to its historical and heritage dimension as the first Saudi capital. The study concluded that it is necessary to pay attention to activating administrative and organizational procedures, and qualifying specialized cadres, which ensures the continuity of preservation, development, and building expertise, with recommendations at the end that show aspects that need to be completed in the Diriyah project to reach higher levels of excellence. جاء دليل المحافظة على التراث العمرانى بدول مجلس التعاون لدول الخليج العربى ف 47 مادة، ونص على انشاء المجلس الأعلى للحفاظ على التراث العمرانى كسلطة منوط بها مسئوليات تنفيذ ومتابعة بنود الدليل ويكون من ذوى الاختصاص فى دول المجلس، ويهدف الى وضع ضوابط واشتراطات موحدة تكفل وبكا الأبعاد المحافظة على التراث العمرانى من دول المجلس. وبالرغم من الدليل صدر فى عام 1429هـ، الا ان بدأ العمل فى مشروع تطوير الدرعية التاريخية شمال غرب مدينة الرياض فى المملكة العربية السعودية بدأ فى عام 1406 هـ. وقد جاء متوافقا و بشكل كبير مع مواد وتوصيات الدليل، ورغبة من الباحث فى اضفاء مزيد من التميز على هذا المشروع الوطنى الكبير كانت هذه الدراسة للتعرف بالمشروع ومدى مطابقته للدليل، وهى مكونه من جزئين:احداهما الدراسات النظرية وعرض التجارب المحلية والعالمية. وثانيهما، اختيار الدرعية كحالة دراسية لما لها من بعد تاريخى وتلراثى باعتبارها العاصمة السعودية الأولى. وخلصت الدراسة الى ضرورة الاهتمام بتفعيل إجراءات ادارية وتنظيمية، وتأهيل كوادر متخصصة، مما يضمن استمرارية الحفاظ والتطوير وبناء الخبرات، مع توصيات فى الختام تبين جوانب تحتاج الى استكمال فى مشروع الدرعيةليبلغ مراتب تميز أعلى. | ||
