| Abstract | ||
| إن الجهود التي تبذلها المملکة العربية السعودية من خلال رؤية 2030 والتي تسعى فيها لسد الفجوة بين مخرجات التعليم العالي ومتلطبات سوق العمل وتطوير التعليم العام وتوجيه الطلاب نحو الخيارات الوظيفية والمهنية المناسبة، وإتاحة الفرصة لإعادة تأهيلهم والمرونة في التنقل بين مختلف المسارات التعليمية. (رؤية المملکة العربية السعودية 2030)، ونظراً لما يقابل تنفيذ الحوکمة من المشکلات يؤثر على منظومة التعليم الجامعي. اقتصرت الدراسة على أبعاد الحوکمة مثل (الشفافية، والمحاسبية، والمشارکة)، وکذلک على الإصلاح الجزئي للتعليم الجامعي، واستخدمت الدراسة المنهج الوصفي، وتوصلت الدراسة إلى بعض التوصيات المقترحة لتفعيل الحوکمة الرشيدة کمدخل لإصلاح التعليم الجامعي بالمملکة العربية السعودية أهمها: توفير الحوکمة لبيئة صحية للعمل من خلال مبدأ المساءلة واحترام القوانين والأنظمة والتعليمات وتقييم أداء الجميع بشکل علمي صحيح . تحديد العلاقة بين الحوکمة وحجم الاستثمار في الجامعة من جهة والقضاء على أوجه اللامبالاة والفساد من جهة ثانية وتحقيق التطوير المستمر والتنمية وتصحيح المسار من جهة ثالثة. تطبق الحوکمة في التعليم الجامعي يولد مناخاً جيداً للعمل الجماعي الذي يسعى للاستخدام الأمثل لموارد الجامعة وتعزيز مبدأ المساءلة . تحديد معايير دقيقة للمساءلة (المحاسبية) والإعلان عنها ليعرفها جميع العاملين بالجامعة ويلتزمزا بتطبيقها. تطبق الجامعة لمعايير الحوکمة لتعزيز القدرة التنافسية وتجنب الفساد الإداري والمالي وتعزيز الثقافة بين الأطراف المعنية وتعزيز القدرة على التطوير. The efforts made by the Kingdom of Saudi Arabia through Vision 2030 in which it seeks to bridge the gap between the outcomes of higher education and the requirements of the labor market and the development of general education and direct students towards appropriate career and career options, and the opportunity to rehabilitate them and the flexibility to move between different educational tracks. (Saudi Arabia Vision 2030), and given the corresponding problems in implementing governance, it affects the university education system. The study was limited to the dimensions of governance such as (transparency, accountability, and participation), as well as to the partial reform of university education, and the study used the descriptive approach, and the study reached some of those that activate good governance as an input for university education reform in the Kingdom of Saudi Arabia, the most important of which are: • Providing governance for a healthy work environment through the principle of accountability, respecting laws, regulations, and instructions, and evaluating everyone's performance in a correct scientific manner. • Determining the relationship between governance and the size of investment in the university on the one hand, eliminating indifference and corruption on the other hand, achieving continuous development and development, and correcting the path on the third side. • Governance in university education applies a good atmosphere for teamwork that seeks to optimize the use of university resources and advance the principle of accountability. • Determine and announce accurate standards of accountability (accounting) for all university employees to know and commit to implementing them. The university applies standards of governance to enhance competitiveness, avoid administrative and financial corruption, promote culture between the parties concerned, and enhance capacity for development. | ||
